Council Queue
Council Queue lets you select and load evidence into Council deliberately. Loading evidence is not the same as running Council.

Choose the evidence for a deliberate review
Queue the captures relevant to a question, check the selection, and load that evidence into the separate Workshop when you are ready. A routine capture remains independent of Council. Collecting evidence does not automatically start a review.

You do. Council output can help compare options or surface concerns; it does not manufacture human approval or turn a recommendation into an authorized action.

Use the explicit Load into Council action to move selected evidence into the Evidence Tray.
Run separately
Council execution remains a separate deliberate action in the Workshop.
